Register a car in Germany online — with your passport, without eID
ZulassungOnline24 is a private vehicle registration service in Germany. We submit your registration, transfer or deregistration digitally to the responsible registration office (Zulassungsbehörde): no appointment, no German eID card, no AusweisApp. For the digital signature you confirm your identity by video with a German ID card, a German residence permit card or a passport from one of 106 countries. Prices include all official fees: €129.99 for a new car, €79.99 for a transfer, €24.99 for deregistration.

Every price includes VAT and all official fees of the registration office and the Federal Motor Transport Authority (KBA). You will not receive a separate fee notice. New number plates are optional: €20.00 each plus €6.90 shipping.
Which ID documents work for the digital signature?
The signature provider Youtrust (formerly Yousign) checks your identity by video. It accepts the documents on its published list, which names the oldest accepted model for each country. A driving licence does not count.

Do I need an address in Germany?
Yes, for the online process. The responsible registration office is the one at your place of residence or main residence (§ 75 FZV), and we submit your application there. A registration certificate (Meldebescheinigung) is not required as an upload.
Without a residence in Germany, registration is still possible if the vehicle is normally kept in Germany: you name a person in Germany who receives official letters for you (Empfangsbevollmächtigter, § 6 (2) FZV). That special case is handled at the counter of the registration office.
Which documents do I need?
- New registration: registration certificate part II (Fahrzeugbrief) with its security code, ID, eVB number from your insurer, IBAN for vehicle tax.
- Transfer or re-registration: certificates part I and part II with their security codes, the codes on the plate stickers, ID, eVB number, IBAN.
- Deregistration: certificate part I and the security codes, no ID.
The IBAN does not have to be German, but it must belong to an account in the SEPA area, because customs collects the vehicle tax by SEPA direct debit. Papers issued before 2015 may have no security codes; then the process cannot be done online.
How does it work?
- Choose the service and fill in the application form. The form is in German; the glossary below explains every term.
- Pay online by PayPal, card, Apple Pay, Google Pay or Klarna.
- Upload photos of your documents. The upload page is available in English and eight other languages. Then confirm your identity by video and sign digitally.
- We submit the application and the registration office decides. You get the decision by e-mail and may drive with the printout for up to 14 days while the plates are on the car; the certificate and stamp stickers arrive by post.
Can I deregister a car without an ID check?
Yes. For deregistration nobody checks your ID and you sign nothing: whoever has the registration certificate part I and the plates is treated as authorised by the keeper (§ 16 (1) FZV), and online the uncovered security codes replace presenting them (§ 25 (2) FZV). What is not possible online?
- First registration of an imported vehicle without German papers,
- vehicles whose documents have no security codes,
- a change of name in the vehicle papers,
- temporary, export and red number plates,
- keepers without an address in Germany.
These cases go to the counter of your registration office.

Frequently asked questions
Is ZulassungOnline24 a government office?
No. We are a private registration service with software approved by the Federal Motor Transport Authority. The local registration office decides on every application.
Do I need the AusweisApp or a PIN?
No. You confirm your identity by video with your ID card, residence permit card or passport and sign digitally.
Can I register a car with an Indian passport?
Not with the passport itself, because Indian passports are not on the signature provider's list. It works with your German residence permit card, for example a Blue Card.
Can a non-resident register a car online?
No. The online process needs an address in Germany. Without one, registration is possible at the counter with a person in Germany who receives letters for you.
How much does it cost?
€129.99 for a new registration, €79.99 for a transfer, re-registration or change of address and €24.99 for deregistration, each including all official fees.
